Added Duplicate Title Check

Duplicate titles make the site look bad and cause SEO downranking. Also, it should not be possible for an author to submit the same post twice.

So now we can check for dupes. I will now make a second post with the title “Duplicate Title Check” and see what happens.

UPDATE It works!

My impulse is to be even more ruthless and forbid dupe titles entirely, but perhaps there’s a use case.
