Lightly edited transcript. Russell Vought runs The Center for Renewing America:

[VOUGHT] … an [0:44] organization that I help turn into the [0:46] Death Star that is accomplishing all the [0:49] debates that you are reading about.

Micah Meadowcroft is Research Director for The Center for Renewing America:

[MEADOWCROFT]: Obviously you want as little of it [Project 2025 deliverables] to be [3:44] FOIAable. If you’re familiar with the [3:46] FOIA process… The goal is to [4:00] familiarize all the transition team [4:01] people with these plans, but you [4:04] don’t actually like send them to their [4:07] working [place], because you could [4:11] just give the handbooks to everyone, [4:13] like “This is the game plan for the [4:15] admin.” If the Press knows that that’s [4:17] what you’re doing, they’re going to [4:18] immediately just say “I request all [4:20] of your emails from Heritage.”

NOTE Worth rememberbing the context is fundraising (or more precisely, a Project Veritas-style sting organized by Centre for Climate Reporting in the guise of a fundraiser).
