From this transcript (considerably cleaned up):

[VINTON] [0:28] We went in kind of excited to [0:29] understand who we’d be working [0:30] with, and it became very clear [0:32] that it was two separate teams.

[0:55] So we very much felt just [0:57] like a convenient container for [0:59] Doge. They could have access to [1:02] the White House through our [1:03] office space. You could have [1:04] access to email accounts, things [1:06] like admin and the ability to [1:07] hire people. [1:10]

Doge is just constantly [1:27] changing their tactics to [1:29] achieve their objectives. So [1:32] sometimes that is hiring people [1:34] directly into an agency and [1:37] having that individual report [1:38] into the secretary. In other [1:39] places, it is having people that [1:41] have multiple badges and can go [1:43] around and kind of connect a [1:44] bunch of different agencies and [1:45] what they’re trying to achieve. [1:47]

Who is really. [2:28] in charge of. [2:30] Doge?

[2:31] Just like everyone else I [2:32] don’t actually know. [2:35]

So is Doge an agency? [2:36]

Doge seems to be more of an [2:37] idea than an a belief system, [2:40] than an agency itself….

I want Americans to try to [2:48] understand that it is a wrecking [2:50] ball, and that it’s not a [2:51] scalpel, and it is going to [2:55] dramatically decrease [2:56] government’s capacity to [2:59] deliver services and benefits in [3:00] the next few years.
